The World Food Programme (WFP), the leading global humanitarian organization fighting hunger worldwide, is currently recruiting a Monitoring and Evaluation (M&E) Consultant. Overview of the Role
The Monitoring and Evaluation Consultant will support WFP’s Programme Policy team in strengthening performance tracking, evaluation systems, and learning processes. Key Responsibilities
Strategic M&E Planning
The consultant will contribute to the development and refinement of M&E plans and systems that align with WFP’s global results frameworks. This includes strengthening logical frameworks, improving theories of change, and developing indicator reference guides. The role requires strong analytical thinking and the ability to create clear and actionable monitoring strategies.
Monitoring Systems Development
A major part of this consultancy involves supporting data collection and monitoring processes across field locations. The consultant will help design data collection tools, digital survey templates, and monitoring guidelines. Ensuring data quality, consistency, and compliance with WFP standards is a key responsibility. Field visits may be required to validate monitoring processes and identify operational gaps.
Evaluation Support
The consultant will support planning, managing, and following up on evaluations, including mid-term, final, and thematic evaluations. Responsibilities may include reviewing evaluation methodologies, supporting data analysis, facilitating stakeholder consultations, and ensuring that recommendations are implemented. The ability to translate evaluation findings into practical actions is crucial for success in this role.
Reporting and Data Visualization
The ability to produce high-quality, accurate reports is essential. The consultant will produce monitoring reports, dashboards, infographics, and knowledge products that communicate performance results clearly. These products must be tailored for multiple audiences, including WFP senior management, government partners, donors, and UN agencies. Strong written communication skills are vital.
Capacity Building
The consultant will conduct training sessions and mentoring initiatives for WFP staff and implementing partners. This includes improving their understanding of data collection methods, indicator tracking, reporting requirements, and evaluation techniques. Strengthening national systems is a major priority for WFP, making this responsibility central to the role.
Coordination and Stakeholder Engagement
The consultant will represent WFP in inter-agency M&E working groups and collaborate closely with government ministries, partners, and UN agencies. This requires strong interpersonal and coordination skills, as well as the ability to manage complex stakeholder relationships.
Required Qualifications and Experience
Candidates should have a degree in Statistics, Development Studies, Economics, Public Policy, Social Sciences, or a related field. Several years of professional experience in monitoring and evaluation—particularly within large humanitarian or development programmes—is essential. Proficiency in data analysis tools such as SPSS, R, Stata, or advanced Excel is highly desirable, alongside strong report-writing and presentation skills. Fluency in English is required, and proficiency in French is a strong advantage given the duty station.
